Lord Shang, also known as Wei Yang, was a lesser-known noble of the Wei state, originally surnamed Gong Sun, of Ji clan lineage. From a young age, he was deeply interested in legalist studies and served as an assistant to Wei’s Chancellor, Gong Sun Zuo. Gong Sun Zuo recognized his talents but did not promote him. During an illness of Gong Sun Zuo, King Hui of Wei personally visited to inquire about the illness. Concerned for the state’s future, Gong Sun Zuo recommended Lord Shang, stating, “Among my assistants, Gong Sun Yang, though young, possesses remarkable talent. I recommend that Your Majesty entrust the governance of the state to him.” The King hesitated but agreed.

After Gong Sun Zuo’s death, Lord Shang heard that Duke Xiao of Qin had issued an edict to seek talented individuals to enhance the state’s power and expand its territories. Lord Shang decided to journey west to Qin, where he sought an audience with Duke Xiao through Jing Jian, a favored minister of Duke Xiao’s. Upon meeting, Duke Xiao was initially disinterested and even dozed off during their discussion. Discouraged but undeterred, Lord Shang persisted in seeking further audiences, each time proposing his ideas to reform the state according to imperial principles and dominate the surrounding lands. Gradually, Duke Xiao became intrigued by Lord Shang’s proposals but was not fully convinced.

Eventually, Duke Xiao accepted Lord Shang’s counsel and appointed him Left Chancellor. Lord Shang implemented sweeping reforms: he standardized weights and measures, regulated land ownership, and restructured the government into a system of counties and districts. Under his new laws, families were grouped into units of ten or five households, with collective responsibility for each other’s conduct. Rewards were given for reporting crimes, and severe punishments awaited those who violated the laws.

Lord Shang’s reforms aimed to strengthen Qin internally and expand its territory externally. He emphasized the importance of meritocracy over traditional noble privileges and advocated for strict adherence to legal standards regardless of social status. Despite initial opposition from the populace, Lord Shang’s reforms gradually took hold, transforming Qin into a formidable state.

Over time, Qin became wealthy and powerful, and its influence extended far beyond its original borders. Lord Shang’s principles of governance were both revered and feared, as they brought order and prosperity but also imposed strict discipline and harsh penalties for dissent.
