With this report, Harold Wilson was very satisfied, recognizing the competence of the Cabinet Office, in contrast to the Water Resources Act, which he had pushed for, and which was still in the draft stage.

He left the report behind and was going to make use of some of the contents in the report to make additions to his draft legislation.

While the Prime Minister pushed the legislation, the Cabinet Secretary was to build the institutions that would make the Prime Minister’s grand vision a reality, and in the following days overseas civil servants from Malaya and the Middle East returned to London in droves. As an important part of the bedrock of civilization in the British Empire, local and overseas civil servants were expected to complement each other.

After meeting with the returning civil servants from both places, Alan Wilson proceeded to set up two institutions to promote the nationalization of the water supply system this time around, one being the establishment of the River Authority. Responsible for the distribution of rivers in mainland Britain, a total of twenty-nine river authorities, or river boards, were to be established, and these twenty-nine river boards were responsible for enforcing the laws relating to water resources, river pollution, land drainage, fisheries, and water recreation, amongst other activities, on the mainland, which was the beginning of watershed management in Britain.

The rationale for watershed management came from the concept of the river as an organic system characterized by physical connections and interdependence that translated into economic connections; having the same agency manage sewage treatment and water intake sites and operations minimized costs and maximized efficiency.

A Water Resources Board is to be established in addition to the River Authority. The Water Resources Commission is a national body whose purpose is to advise the Government and river authorities on the conservation of water resources on a national scale.

The Commission promotes inter-regional cooperation in water work to meet the needs of the various authority areas and to increase river flows by facilitating the regulation of reservoirs during periods when river flows would otherwise be low.

The Water Resources Commission, however, does not have any executive powers and is purely a place for civil servants in local government water supply agencies to give them a new place to work.

After all, Whitehall can’t fire all the civil servants of the 1,400-odd agencies, and the well-being of many families is at stake.

This Alan Wilson can not help, in fact, a little understanding of the United Kingdom, we know that the proportion of civil servants in the United Kingdom, not the highest in the world is almost. But to say that civil service expenditure occupies the country’s financial expenditure, my Great Britain is never aimed at anyone, has long been the world’s first, no accident words, can maintain this advantage into the twenty-first century.

The establishment of the two institutions things settled, Alan Wilson picked up the phone and said, “Let the Deputy Secretary General to come to me here.”

Burke Trench originally hoped to be promoted to the supreme authority, but ultimately did not succeed, Allen Wilson can not be considered to intercept, he even counted on Burke Trench can continue to maintain the cornerstone of the British Empire, this time the prime minister’s nationalization advocates, the establishment of the water resources commission, is ready to give Burke Trench.

God’s conscience, Alan Wilson absolutely did not mean to push out Burke Trench to top the thunder, but very much in Burke Trench’s ability.

But perhaps Burke Trend does not think so, but the face is written all over you are not in a personal vendetta, “who all know that this time the nationalization of the water supply system, involving twenty-nine rivers and more than 1,400 local governments, water companies and institutions, really if the nationalization of iron and steel and coal, and do not have to face so many institutions. When it comes down to it, the coal and iron mines aren’t widely distributed, so at best we can just deal with a few workers in the coal-producing and iron ore mining areas”

“That’s why we’re pushing for the nationalization of the water supply system in the first place, and I hope the Prime Minister realizes how difficult nationalization is. And then again, it’s only a matter of time before we establish a nationally unified and integrated water supply system, you know that in your heart as well.” Alan Wilson opened his mouth in a salty manner, what if the Labour Party realized that it was not a good idea and put the nationalization of coal and iron on hold? Although this hope is also not very big.

This is definitely a good thing, otherwise Alan Wilson would not have agreed, more than a thousand organizations each in charge of their own, the water supply is okay, the most important thing is to push back on water pollution, no one wants to be responsible.

The attitude of not paying attention to sewage treatment has led to a lack of investment in sewage treatment by many local governments, and the lack of incentives and penalties makes the government lack of incentives to improve the quality of sewage treatment.

These days Britain’s rivers aren’t clean either, come to think of it, that is, they can’t be compared to the Ganges, but they’re completely out of touch with the latter-day concept of environmental protection.

“It would increase the authority of Whitehall, my deputy secretary, wouldn’t increasing the authority of Whitehall increase your authority?” Alan Wilson asked with the tone of a colleague judging your reliability, “I’m sure my colleagues in Whitehall are keen for this to succeed, especially under your leadership.”

Well said Burke Trench finally agreed, in fact if it were not for Alan Wilson, this Burke Trench could not avoid. Without Allen Wilson, Burke Trench is the cabinet secretary, he is the same to worry about today’s nationalization of the water supply system, to hide is not to hide.

Only now, Burke Trench, the head of the push to nationalize the water supply system, has under his command people that Alan Wilson called back from the Middle East and Malaya.

This may make Burke Trench a little uncomfortable in his heart, but Allen Wilson is not trying to hollow out Burke Trench, playing the idea that I take the credit and you carry the blame, but really because, the people from the Middle East and Malaya who have done this kind of work are completely tailored to the needs of the people, and are in no way self-interested.

While Burke Trench left, Alan Wilson pondered the choice of a permanent undersecretary for the Home Office, and hadn’t finished thinking when Makins came to the door to report on the Ministry of Defense.

“How’s your minister?” Alan Wilson, as usual, greeted the new head of defense in the United Kingdom, get no trouble.

“It seems to me that the defense minister still wants to control military spending.” Makins referred to the Defense Secretary, Dennis Healey, taking a negative stance on some military projects.

“I remember Denis Healey as a Labor Conservative.” Alan Wilson muttered, there was no mistake, it was the conservative faction of the Labor Party, and there were many factions within the Labor Party, especially when it was in opposition, the contradictions were still prominent, and it was after Gaitschke’s death that Harold Wilson consolidated it, and only then was it reunited.

The Labor Party had been embroiled in factional fighting after it went into opposition, and although Healey was friends with and a supporter of the then leader of the party, George Gaitschke, Healey voted for Callaghan and Wilson in the first and second rounds of the leadership vote after Gaitschke’s sudden death. Healey had backed Wilson in the leadership election because he believed that the other favorite, George Brown, was temperamental and that Wilson was capable of uniting the Labor Party and leading it to victory at the next general election.

“The key to cuts in military spending lies with the Prime Minister. Let’s put the main effort on the Prime Minister.” After thinking for half a day, Alan Wilson spoke up, “Isn’t the job of the Ministry of Defense clear.”

He had a reason for saying so, since the ground war of the Vietnam War began, the Ministry of Defense had become the base camp of the Key Road, although Britain did not participate in the war, the generals of the Ministry of Defense, but has always been out of the way, as if they served the United States themselves, for the generals of the belligerence, Alan Wilson expressed understanding.

Bullying third world countries stimulates the British gene for belligerence, and if you were to ask these generals to draw up a plan to fight the Soviet Union, they would surely all turn into pacifists.

British public opinion was naturally dominated by positive reports of US actions in Vietnam, with only Allen Wilson secretly instructing Richard to dig up a bit of dark information about the US military’s Vietnam.

In terms of public opinion, the U.S. was either going to win today or tomorrow anyway, and you’d have to be unaware of the British newspapers to see reports that were more confident than those of the Americans themselves.

It’s the US that sends the troops anyway, and what’s wrong with the UK praising the US for its fighting prowess? The battlefield of public opinion is also important, and Alan Wilson remembers the days of the Syrian Civil War when there were countless unidentified creatures gleefully waiting for Damascus to fall and Assad to be hanged.

At that time Assad was indeed in danger, with just Damascus left in his hands, the vast majority of territory had been captured by the opposition, and it seemed like it was just a matter of time before he followed in the footsteps of Daisuke Ka. Isn’t this even crazier than the UK supporting the US in public opinion right now?

War is ultimately about results, and the madness of public opinion ended with Russia helping Syria fight its way back, and as for Ukraine’s public opinion victory, that’s just a classic reversion.

See the supreme authority is very interested in the Vietnam War, Makins fell to reveal the Ministry of Defense on the discussion of the Vietnam War, “many generals on the Sino-Soviet joint support for Vietnam is very pessimistic, before we think the two countries have already appeared cracks, now it seems to seem to be not much of a problem.”

“Oh, it’s pretty much the same assessment as on the American side.” Alan Wilson absent-mindedly replied, China and the Soviet Union or the latter day of China and Russia, to say that the closeness is certainly in the fart, different nationalities, different cultural kernels, how close, but these two countries are going to be together.

To put it bluntly, there is no choice, all developed countries will follow the United States, the vested interests of globalization will follow the muddy leg?

The developed countries are the beneficiaries of this order, why should they believe that the order you create will be better than the current one?

Developed countries are following the United States, naturally, there are two unlucky people left to warm up, which is actually no way for the two neighbors who used to have a grudge.

These two fell one, the next one absolutely can not live long, the United States did not win the Cold War led to the subsequent trouble, will not fall into the same pit twice, two enemies as long as to solve one, the next is the countdown, hide is not to hide.

“I should look for an opportunity to feel out the Prime Minister’s attitude towards military spending, the former Prime Minister mediated the Indo-Pakistani war can be used as an entry point.” Alan Wilson asked to Makins, “What do you think of this entry point?”
