Chapter 1318 Testing the Prime Minister

A Water Resources Board is to be established in addition to the River Authority. The Water Resources Commission is a national body whose purpose is to advise the Government and river authorities on the conservation of water resources on a national scale.
The Commission promotes inter-regional cooperation in water work to meet the needs of the various authority areas and to increase river flows by facilitating the regulation of reservoirs during periods when river flows would otherwise be low.
The Water Resources Commission, however, does not have any executive powers and is purely a place for civil servants in local government water supply agencies to give them a new place to work.
After all, Whitehall can’t fire all the civil servants of the 1,400-odd agencies, and the well-being of many families is at stake.
