Chapter 1469 Rockefeller’s Decision
“Ambassador Dobrynin, please explain to me about Chile. Perhaps you want to say you don’t know.” Kissinger spoke with great displeasure; this was a premeditated provocation to the United States, no doubt about it.
In order to deal with Allende, the U.S., because of the peculiarities of Latin America, was described as forcing Chile into an inflationary quagmire little by little, and for a country with a system like the U.S.’s, it wasn’t easy to do so, but the entire foreign affairs department remained patient in order that the Cuban affair wouldn’t be repeated.
As a result, now with Cuba on the front foot, using women and children as a cover, causing chaos on the south coast, and backhandedly opening a purge of the military hierarchy in Chile, and Dobrynin here pretending not to know about it, how could Kissinger be convinced that this had triggered a sensitive nerve in the United States.
“Honorable Secretary of State, I really don’t know what you’re talking about, I’m a diplomat.” Dobrynin replied in a nonchalant manner, “I’m going to focus on diplomacy and solving each other’s problems.”
The conversation between the two men ended unhappily, in Kissinger’s eyes the Soviet ambassador was just being sycophantic, and Dobrynin was wrongly accused, he really didn’t know what was going on in Chile and was going to ask about it after he left.
Kissinger was justifiably angry, the U.S. had calculated that the price of copper would be lowered by one-fifth, and had paid a huge cost to suppress the Chilean economy, which was about to bear fruit, but it was all for naught.
At this moment in the Chilean capital, Santiago, Allende supporters holding hands and shouting slogans in support of Allende, although they do not know the specifics of the coup that crushed the military, but believe in the president’s efforts for the sake of the country, the crowd sang, “Unity of the people will never be broken …… ”

“We understand that, but apparently, even that goal the United States won’t let you achieve.” The Soviet ambassador raised an eyebrow and said, “The president has no intention of going against the United States, but the United States cannot tolerate you. In fact, Castro didn’t mean to confront the United States back then, but he cost the U.S. capital.”
Allende was silent, the saddest part was that the Soviet ambassador’s words were true, he merely wanted Chilean resources to contribute to Chile’s development, but the United States refused.
On September 9th Chilean Army Commander-in-Chief Pinochet was hosting a birthday dinner for his daughter, but no one noticed him walking out from around a corner. Not long after he walked out, another tall man came out of the corner. And this man was the Commander of the Chilean Air Force. From that dark corner Pinochet whispered, “It’s ready.”
Several officers then converged on a low, dimly lit office, and several watched Pinochet look at each other as he stamped an envelope belonging to the Army Commander. At this point they were only momentarily cooperating, and in fact each had plans for the future within themselves. But they both belong to the pro-American right-wing military.
Pinochet called the leadership of the military in the name of his daughter’s birthday party, which was supposed to be a deployment of a coup, and he did reach a consensus with all the leaders of the military, and his daughter’s birthday party came to a successful end.
After the birthday banquet, from Pinochet here out of the military top, one by one began the iron window career, soon this coup has been crushed in the bud.
It was easier said than done, but knowing that the coup had been planned, Allende’s presidential escort was still taken aback, and if it had been done a little later, the military would have done it.
If the military had started the coup, perhaps the people who now took to the streets in support of Allende would have been replaced by a mass march in support of the military coup.
Even Alexeyev, who was reporting from Lubyanka Square, said it was a fluke that he was able to make his move at the right time; it was really luck that was on the side of the Soviet Union, and if there had been a slight gap in time when the plan was being formulated, perhaps President Allende would have been overthrown.
“It was indeed a fluke.” Andropov also lamented that it was fortunate that when the plan was drawn up, it was to put both Cuba and Chile within a single operation. As the son of the Culture Tsar had said, if Chile had been put aside first, perhaps the Soviet Union would now be facing the Chilean junta, “The comrades in the Foreign Ministry would certainly be complaining now, Comrade Gromyko said so, and Dobrynin was full of grumbles when he spoke to the country.”
The Foreign Ministry is indeed very busy right now, and equally busy is the Defense Ministry, as the U.S. seems to be angered by the turn of events in Latin America, with the Pentagon ordering U.S. forces around the globe to be on Level 3 alert, the U.S. state of alert during the Cold War was Level 4, and the entire U.S. military was put on Level 2 at the time of the Cuban Missile Crisis.
The U.S. has been on alert level four during the Cold War. The U.S. Airborne Division had been put on standby for flights to the Middle East, and fifty B-52 strategic bombers had been recalled to the U.S. from Guam. A third carrier task force was sent to the Mediterranean, and a two-thousand-man naval detachment from the Sixth Fleet was moved to southern Crete, closer to the battlefield.
The Soviet Ministry of Defense also told Brezhnev that it monitored U.S. military movements and suggested that a response was warranted.
As the hostility between the U.S. and the Soviet Union intensified, Secretary of State Kissinger prepared to open a visit to Europe, which would have actually been more of a trip for Nixon in terms of rank, now that the situation was so tense.
But Nixon is still on top with the judiciary, so only he, the Secretary of State instead of Nixon went on the trip, the Arab world also learned that the Jewish Secretary of State visit to Europe, once again issued the threat of an oil embargo, for Kissinger this time the trip has brought a lot of additional pressure.
Alan Wilson, of course, knew that Kissinger must have been repeating the old Soviet threat a bit on this visit, and in communicating with the Foreign Secretary acknowledged that today is different, that the Soviet Union is not the same as it was at the time of the Cuban Missile Crisis, and that “because of this, the Soviet Union is not a threat.”

“Literally, it is because the Soviet Union is really powerful that it is not a threat to world peace, instead it is a guardian of world peace, or at least one of them.” Alan Wilson said with a wry smile, “If we accuse a country of having weapons of mass destruction, we’ll attack if it doesn’t have them, and if it does have them, we’ll live in peace.”
“The reasoning is that one.” Foreign Secretary Patrick said with some embarrassment, “But it’s so bluntly stated, isn’t it?”
“Because the Foreign Secretary is a reliable man, this conversation won’t have to be dressed up with useless modifiers.”
Alan Wilson expressed his recognition of the Foreign Secretary’s reliability saying, “We hope that Israel will stop the war, and we hope that Secretary Kissinger will be able to achieve a constructive role in this matter, the European countries are actually not rich in terms of resources, and once they are targeted by the world’s oil tanks, then it’s a big trouble.”
Kissinger, who was about to leave for a visit to the European allies, appeared at Rockefeller Center at this time, and Nelson Rockefeller met Kissinger, expressed his good wishes for Kissinger’s trip, and then turned to a new topic “Henry, in fact, I’ve recently born an idea, and you know that with the present situation, Nixon should find it very difficult to survive this storm. As the leader of a large faction of the Republican Party, Nelson Rockefeller has not been able to move into the White House as he wished because of the Rockefeller surname, but he did not expect to be given such an opportunity because of Nixon’s egotistical and low self-esteem, and since Nixon could not get through the Watergate incident, he must think about the future of the Republican Party.

Nelson Rockefeller also recognized the current political situation, can simply be described as internal and external difficulties, but still does not change the decision to bring the talent to the White House, “Perhaps we should think about it, solidify the United States of America’s footsteps, perhaps and allies to cooperate with the inevitable. Britain’s Middle East garrison looks like it’s glued to the Persian Gulf and won’t budge, and the problem of currency overshooting can’t wait any longer now. If you can get Britain to understand America’s needs this time around, it’s really not possible for the two countries to work together.”
