Chapter 1620 – Nineteen Eighty-Five in the Turning of the Tide
Winter is not a friendly season for old people, and winter in the Soviet Union is still especially so, and Foltseva, with all her frost and wind, could not help putting her hands to her mouth and huffing as she entered the house.
“How is the First Secretary, Mother?” Alexeyev stepped forward to greet his own mother and told Foltseva to sit down, the good elder still grasping his mother’s hand and huffing.
“Chernenko is not doing well, and after meeting Hammer at the end of the year, he hasn’t made any public appearances in recent times.”
Foltseva felt the warmth of her hand and replied gently, “This time it was also hard to meet with me, and he didn’t look well. I told him that I wanted to leave the leadership and just had some requests.”
The Culture Czar herself was asking for nothing, she had reached the pinnacle of what she could do as a woman, and taking a step up was almost impossible, although it was not a surprise to Russian history that there were female Czars.
Her only concern now is whether her son can go further. This time, she met Chernenko nominally to say that she was retiring, but in fact, she hoped to use this as a reason, in exchange for her son to go further.
Although Chernenko’s physical condition has been very poor, Foltseva did not dare to slacken off, in Brezhnev period, Chernenko although not obvious, but in fact a lot of power, especially after Brezhnev’s health deterioration, Chernenko rely on a lot.
Brezhnev trusted Chernenko so much that he often signed his orders without asking.
Either that, or Chernenko would simply ask for Brezhnev’s verbal consent and endorse the document, “Reported to Leonid Yinrich. He asked for an opinion.” And thus the thing was done ……
When Brezhnev dealt with the cadres, he first consulted Chernenko. Chernenko knew everything: about the secretaries of the Party Central Committee, about the staff of the central organs, about the senior cadres, including the rather subtle details of their lives.
Chernenko created an electronic system for processing information: the Central Committee’s Computing Center. The computers are of the domestic “Minsk” type, and the processing power of this center exceeds that of the State Planning Committee.
The ministry has formed a huge information center on cadre issues – all the officials appointed by the central government.
All the documents, all the decisions are entered into the computer. Chernenko prided himself on the fact that any document could be found in just a few minutes.
Foltseva didn’t really think much of Andropov, and if it hadn’t been for a certain English gentleman who reminded her several times, she wouldn’t have believed that Andropov would have come to the top later on, and even now she didn’t think that Andropov’s methods were very bright.
“It won’t be long before your appointment as head of the Moscow Security Service is handed down.” Foltseva didn’t sell herself short, and with warmth in her body directly gave her son a piece of her mind.
“Really? Gosh, it’s even more satisfying than I thought it would be.” Alexeyev couldn’t help but sigh happily, the head of the Moscow Security Service, which was a high-level position in the KGB.
The head of the Moscow Security Service was also the National Security Council, a member of the full committee, if you compared the entire Soviet Union, that was Foltseva’s position in the Soviet Union, the highest level of leadership in the Soviet Union was that of a member, and there was no such designation as a standing member. The KGB, of course, had its own National Committee, with more than a dozen members.
Among its members were the Chairman and Deputy Chairman of the State Security Committee, the heads of the main departments, and the heads of several local state security organs. Appointments and dismissals are made by the Council of Ministers of the USSR.
By convention, the Chairman of the State Security Committee of Ukraine and the two heads of the State Security Service of the City and Oblast of Moscow and the City and Oblast of Leningrad have traditionally been members of the Plenum.
If this appointment comes down, it can be said that Alexeyev is already among the leadership of the KGB, one level higher than the general directorate.
“I can only help you up to this point, from now on it’s up to you. You’re a disobedient child, you have to do this kind of work, like the families of many cadres, it’s good to pick a well-paid job. And safe!”
Foltseva, seeing her happy son, still couldn’t help expressing her worries, “Chernenko doesn’t know when he’ll be gone, and every change of government is a storm. No one is safe.”
“Mother, I’m not a child anymore.” Alexeyev reminded with an embarrassed smile, “I’m also looking at almost forty, and I’m sure I’ll think for myself when making decisions.”
“I hope you do think about it.” Foltseva said, mentally dripping, even if she learns some of that person’s skills, she doesn’t have to be worrisome, “With this change of government, it’s almost certain that Mikhail will take over, and that’s another difficult hurdle to overcome.”
“Mother, don’t you worry.” Alexeyev replied optimistically at first glance, he had a good friendship with Irina Virganskaya anyhow, the lady’s father, the one who was touted by the free world in a big way, as well as the one who was reported to be expected to take over in the USSR.
With Chernenko’s state becoming more and more secretive and not appearing in public, many of the people of the Soviet Union felt that the country had, in fact, changed leaders and was just waiting for the final process.
The KGB was the most threatening big stick within the Soviet Union, and it was through this department that Andropov, who knew him well, was able to make him the victor in the race against Chernenko. Maphead certainly values this department, and he is acutely aware of its threatening power.
The appointment of the head of Moscow’s Security Service, which Maphead believed to be Chernenko’s underhanded maneuver, was dispelled by the knowledge of who had appointed him.
The son of the Culture Tsar he didn’t have a particular opinion on, but it was a familiar face, and Arikseyev was often in his ear, in fact, because of the close relationship between his daughter and the wife of the new head of the Security Service.
He can only so a daughter, although already prepared to give everything for the country, but people are not grass and trees can be merciful, their own daughters always have to take care of.
The people who are not grass and trees can not be heartless! This sentence is well said, the supreme authority is not aware of the same time someone so exclaimed, or else it will certainly be a hero, holding the new year’s report card on the civil service examination, Alan Wilson on Arnold’s performance can be described as satisfactory.
Under normal circumstances, of course, this report card is impossible to fall in the hands of the Cabinet Secretary, after all, my Great Britain is the origin of modern government, with a variety of measures, but certainly the same as a sham, to avoid the emergence of cronyism.
However, there is a saying is not called where there is a will there is a way, the relative environment of the normal situation, that is, there is always an abnormal situation.
“This year there are certainly big events in the financial world, you go to Malaya to work, to that side can take care of the previous financial investment. And with your mother in Perth in the summer, it’s a bit easier to meet up. Your mother isn’t getting any younger, so get in touch more.”
After some very subjective and not very well thought out considerations, Alan Wilson had arranged a job for his son Arnold.
Heading to a place where he knew his roots, of course, and starting out along established lines of success, there were advantages to working in the East, and working overseas paid a little better, though that didn’t matter to Arnold.
But working overseas would lead to quicker promotions, and that mattered, as well as being close enough to react to the Japanese financial markets.
Alan Wilson felt that when initial financial freedom was achieved, it would be time to consider returning to the homeland to benefit society.
“That place in Malaya is nice.” Arnold directly expressed his obedience to the arrangement, “Although the distance is a bit far, and there may be some things that are inconvenient.”
“What’s inconvenient about it? It’s inconvenient to ride a rocket with the Chancellor of the Exchequer’s daughter?” Alan Wilson a crooked mouth war god expression titter, “I see you still do not have this charm. Going out can never say it’s my son, when in British India, there are no conditions to create conditions.”
The most important thing is to go overseas to work, will not impact on the local officials, wait until the growth of parachute back to the mainland, the established fact can come a surprise.
At this time the supreme authority does not know that his ideas and a certain Soviet coincide, so that the world bureaucrats are a family, will not be because in the Soviet Union as an official, the segment will necessarily be higher than in the United Kingdom.
Those who think this way really do not know the heights of heaven and earth, and they even think that there is a higher and lower level of being an official in different countries? How can they summarize the so-called official culture? What a joke!
Arnold, as the successor who was being looked at, naturally did not dare to slack off, and without a day’s delay, after making a round of phone calls, he took Yin Lisa Bai Hurley to take up his post.
The supreme authority did not go to send off, he was filing the report card of the good Dahl, the beginning of the year he has been very busy, appeared in the ten Downing Street has been exhausted, after all, the years are not forgiving.
The beginning of the year had not been a big deal in the diplomatic arena, with the exception of the Forty Nations Disarmament Conference, especially since Margaret Thatcher was pushing for what would become the INF Treaty, so extreme importance was attached to this one, and Alan Wilson was asked for his opinion, which of course was fine with him.
The INF treaty was a loss for the Soviet Union and a concession for the United States, and it had nothing to do with Britain and France, so what opinion did he have? Having an opinion is certainly unreliable.
